US doctors first used Botox to treat medical issues like&nbsp;muscle&nbsp;spasms,&nbsp;migraines,&nbsp;and excessive&nbsp;sweating. When it arrived in the UK in the late 1980s, it was&nbsp;mainly used&nbsp;for eye and muscle disorders.&nbsp;&nbsp;<\/p>\n\n\n\n<p>By&nbsp;the&nbsp;1990s,&nbsp;Botox\u2019s&nbsp;reputation&nbsp;had&nbsp;shifted.&nbsp;Hollywood celebrities popularised&nbsp;it&nbsp;as a&nbsp;way&nbsp;to&nbsp;smooth&nbsp;out wrinkles without going under the knife. The trend quickly crossed the Atlantic,&nbsp;sparking&nbsp;a&nbsp;huge&nbsp;surge in demand.&nbsp;<\/p>\n\n\n\n<p>By the&nbsp;early&nbsp;noughties,&nbsp;Botox&nbsp;wasn\u2019t&nbsp;just for the rich and famous. Responsible for the safety,&nbsp;licensing&nbsp;and manufacturing of&nbsp;botulinum toxin.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.gov.uk\/government\/organisations\/uk-health-security-agency\" target=\"_blank\" rel=\"noreferrer noopener\">UK Health Security Agency<\/a>&nbsp;(UKHSA) \u2013&nbsp;government agency&nbsp;carrying out research&nbsp;into&nbsp;and&nbsp;raising&nbsp;awareness&nbsp;of&nbsp;public health and safety&nbsp;issues.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.cqc.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Care Quality Commission<\/a>&nbsp;(CQC) \u2013 the independent regulator for all clinics&nbsp;offering&nbsp;higher-risk treatments&nbsp;in the UK.&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.professionalstandards.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Professional Standards Authority<\/a>&nbsp;(PSA) \u2013 responsible for public safety, training standards, and for improving the regulation of healthcare and social workers.&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"http:\/\/www.cosmeticstandards.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Cosmetic Practice Standards Authority<\/a>&nbsp;(CPSA) \u2013 responsible for the training standards of&nbsp;cosmetic practitioners.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.saveface.co.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Save Face<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.jccp.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Joint Council for Cosmetic Practitioners<\/a>&nbsp;(JCCP) \u2013 both&nbsp;run&nbsp;a&nbsp;register for&nbsp;qualified&nbsp;practitioners. Anyone wanting to sign up with them must follow&nbsp;a&nbsp;code of practice and&nbsp;stick to&nbsp;their training standards.&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.gmc-uk.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">The General Medical Council<\/a>&nbsp;(GMC),&nbsp;<a href=\"https:\/\/www.nmc.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nursing and Midwifery Council<\/a>&nbsp;(NMC),&nbsp;<a href=\"https:\/\/www.gdc-uk.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">General Dental Council<\/a>&nbsp;(GDC),&nbsp;<a href=\"https:\/\/www.pharmacyregulation.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">General Pharmaceutical Council<\/a>&nbsp;(GPhC),&nbsp;<a href=\"https:\/\/www.babtac.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">British Association of Beauty Therapy &amp; Cosmetology<\/a>&nbsp;(BABTAC),&nbsp;<a href=\"https:\/\/habia.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hair and Beauty Industry Authority<\/a>&nbsp;(Habia),&nbsp;etc. Medical and non-medical professional bodies&nbsp;responsible for licensing and disciplining practitioners who prescribe and carry out Botox treatments.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What&nbsp;are&nbsp;the&nbsp;UK\u2019s&nbsp;Botox regulations?<\/strong>&nbsp;<\/h2>\n\n\n\n<p class=\"has-text-align-left\">Botox is&nbsp;classed as&nbsp;a prescription-only medicine (POM)&nbsp;in the UK. Before&nbsp;someone&nbsp;can have&nbsp;it&nbsp;injected, they&nbsp;must first&nbsp;be examined&nbsp;in person&nbsp;by a&nbsp;registered&nbsp;medic&nbsp;(i.e. a&nbsp;doctor, dentist, nurse, or pharmacist&nbsp;prescriber).&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-left\">In January 2025, the Nursing and Midwifery Council (NMC)&nbsp;<a href=\"https:\/\/www.nmc.org.uk\/news\/news-and-updates\/nmc-to-update-position-on-remote-prescribing-of-non-surgical-cosmetic-medicines\/\" target=\"_blank\" rel=\"noreferrer noopener\">issued new prescribing rules to its members<\/a>,&nbsp;stating&nbsp;that Botox could only be prescribed&nbsp;following&nbsp;a face-to-face consultation with a prescribing nurse.&nbsp;<\/p>\n\n\n\n<p>In doing so, it became the latest regulator to <a href=\"https:\/\/www.alteainsurance.com\/post\/up-close-and-personal-how-the-uk-regulators-closed-the-net-on-remote-cosmetic-prescribers\" target=\"_blank\" rel=\"noreferrer noopener\">close the net on remote prescribing<\/a>, requiring that patients are physically examined and their risks assessed before they&#8217;re prescribed Botox or any other toxin.<\/p>\n\n\n\n<p class=\"has-text-align-left\">As of 2025,&nbsp;however,&nbsp;there are still no&nbsp;<strong>legal<\/strong>&nbsp;requirements for the administering of Botox and other injectables&#8230;beyond certain laws affecting under-18s:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under the&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/publications\/botulinum-toxin-and-cosmetic-fillers-for-under-18s\/botulinum-toxin-and-cosmetic-fillers-for-under-18s\" target=\"_blank\" rel=\"noreferrer noopener\">Botulinum Toxin and Cosmetic Fillers (Children) Act<\/a>,&nbsp;it\u2019s&nbsp;illegal to give Botox as a cosmetics treatment to anyone under the age of 18.&nbsp;<\/li>\n\n\n\n<li>Advertising Botox and other non-surgical cosmetic procedures to under-18s on social media, via influencers, cosmetics campaign&nbsp;ads&nbsp;or any other form of online or traditional marketing&nbsp;<a href=\"https:\/\/www.asa.org.uk\/resource\/cosmetic-interventions.html\" target=\"_blank\" rel=\"noreferrer noopener\">is strictly prohibited<\/a>&nbsp;by the Advertising Standards Authority (ASA).&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why are&nbsp;the UK\u2019s&nbsp;Botox regulations changing?<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Botox\u2019s&nbsp;use has been super-charged by its promotion on social media platforms. However, its&nbsp;rise in&nbsp;popularity&nbsp;hasn\u2019t&nbsp;been without problems.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Currently, anyone is allowed to carry out Botox injections on a client&nbsp;they\u2019ve&nbsp;sourced Botox for, regardless of whether&nbsp;they\u2019re&nbsp;a&nbsp;registered&nbsp;medical practitioner or a beautician.&nbsp;<\/p>\n\n\n\n<p>However, this system has been open to abuse, with&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cn82z3grpd3o\" target=\"_blank\" rel=\"noreferrer noopener\">some&nbsp;medical prescribers&nbsp;putting&nbsp;patients\u2019 lives at risk<\/a>&nbsp;by&nbsp;side-stepping the rules.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In recent years, organisations like Save Face&nbsp;<a href=\"https:\/\/www.saveface.co.uk\/en\/blog\/post\/the-times-complaints-about-non-surgical-cosmetic-treatments-continue-to-rise1\" target=\"_blank\" rel=\"noreferrer noopener\">have reported growing numbers of complaints<\/a>&nbsp;about&nbsp;botched and even harmful&nbsp;treatments.&nbsp;<\/p>\n\n\n\n<p>Things got worse during the COVID-19 pandemic. With clinics closed, demand for anti-wrinkle treatments surged, leading to&nbsp;a rise in&nbsp;remote prescribing&nbsp;and&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c628e5ez78yo\" target=\"_blank\" rel=\"noreferrer noopener\">even cases of&nbsp;Botulism caused by &#8216;fake Botox&#8217;<\/a>.&nbsp;<\/p>\n\n\n\n<p>To tackle these issues, the UK government&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/consultations\/licensing-of-non-surgical-cosmetic-procedures\/the-licensing-of-non-surgical-cosmetic-procedures-in-england\" target=\"_blank\" rel=\"noreferrer noopener\">launched a review of the aesthetics industry<\/a>&nbsp;in 2023, calling for stricter rules on Botox and other injectables.&nbsp;&nbsp;<\/p>\n\n\n\n<p>This followed a&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/government-to-crack-down-on-unregulated-cosmetic-procedures\" target=\"_blank\" rel=\"noreferrer noopener\">2022 amendment to the Health and Care Bill<\/a>&nbsp;by the Department of Health and Social Care (DHSC),&nbsp;which gave the Health Secretary the power to introduce a national licensing scheme&nbsp;\u2013&nbsp;marking the&nbsp;beginnings&nbsp;of a major shake-up&nbsp;of&nbsp;cosmetic regulation&nbsp;in the UK.&nbsp;&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Will&nbsp;practitioners need a license to give Botox injections?<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Not yet. But a licensing scheme is on its way&nbsp;and will&nbsp;likely resemble&nbsp;the one proposed by the Scottish government&nbsp;earlier this year.&nbsp;<\/p>\n\n\n\n<p>This would&nbsp;categorise&nbsp;all&nbsp;non-invasive cosmetic&nbsp;treatments as either \u2018high risk\u2019&nbsp;(\u2018red\u2019),&nbsp;\u2018medium risk\u2019&nbsp;(\u2018amber\u2019)&nbsp;and \u2018low risk\u2019&nbsp;(\u2018green\u2019).&nbsp;&nbsp;<\/p>\n\n\n\n<p>This may&nbsp;mean&nbsp;Botox&nbsp;injections&nbsp;will&nbsp;be&nbsp;marked as&nbsp;a&nbsp;\u2018medium&nbsp;risk\u2019&nbsp;treatment&nbsp;in the&nbsp;near&nbsp;future. Meaning&nbsp;only licensed and insured practitioners&nbsp;will be&nbsp;able to&nbsp;carry&nbsp;them out. And&nbsp;then,&nbsp;only&nbsp;under the supervision of a&nbsp;registered&nbsp;healthcare professional&#8230;&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key requirements for Botox practitioners&nbsp;in 2025<\/strong>&nbsp;<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.policybee.co.uk\/blog\/do-you-need-a-licence-to-give-botox\" target=\"_blank\" rel=\"noreferrer noopener\">The introduction of a new licensing scheme<\/a>&nbsp;will affect&nbsp;Botox practitioners and clinics&nbsp;up and down the UK.&nbsp;It\u2019s&nbsp;important to&nbsp;prepare&nbsp;your&nbsp;business&nbsp;sooner rather than later&nbsp;so&nbsp;you\u2019ll&nbsp;be in&nbsp;a good&nbsp;position&nbsp;to meet&nbsp;the new rules.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Local authorities will&nbsp;be responsible for&nbsp;issuing licenses&nbsp;to carry out&nbsp;Botox.
